The challenge is not to resist technology, but to ensure that technology never governs democracy more than democracy governs technology.”
Political movements once began with pamphlets, public meetings and speeches. Today, they begin with a notification.
A hashtag trends, a video goes viral and a message spread through encrypted groups. Within hours, thousands of strangers connected not by geography but by algorithms, become participants in a common political cause. The smartphone has quietly become the defining democratic instrument of the twenty-first century.
The recent student mobilisation around the NEET examination demonstrated this transformation. Without a central leader or formal organisation, students across India coordinated through Instagram, WhatsApp, Telegram, X and YouTube. What political sociologist Manuel Castells described as the "network society" came alive, where power increasingly flows through digital networks rather than traditional political institutions.
India's digital revolution has amplified this shift. According to the Telecom Regulatory Authority of India (TRAI), the country has over 970 million internet subscribers, while DataReportal estimates more than 460 million active social-media users. India is not only the world's largest democracy; it is rapidly becoming its largest digital democracy.
Yet every democratic revolution contains its own contradiction.
As protests expanded online, reports and legal challenges questioned the use of AI-assisted surveillance, facial-recognition technology and monitoring of publicly available social-media activity. Authorities defended these measures as necessary for maintaining public order, while civil-liberties groups questioned their proportionality and legal safeguards. What began as a student movement has evolved into a wider constitutional debate about digital governance.
This marks a profound shift in democratic politics, the first phase of the digital revolution empowered citizens. The second is empowering the State.
The same smartphone that enables citizens to livestream injustice also generates location histories, behavioural patterns, digital identities and social networks. Every post, photograph and shared location creates a digital footprint that often survives long after a protest has ended.
Democracy has entered an era where every act of political participation is simultaneously an act of data generation.
This is not an Indian phenomenon alone. During the Black Lives Matter protests in the United States, concerns emerged over facial recognition and digital monitoring. France's Yellow Vest demonstrations triggered debates on drone surveillance, while Hong Kong's protesters deliberately avoided digital payment systems to minimise tracking. Across democracies, digital technologies are becoming central to both political mobilisation and state governance.
Michel Foucault argued that modern power increasingly operates through observation rather than overt coercion. Citizens modify their behaviour when they believe they are being watched. The digital age has expanded this logic dramatically. Participation in democracy now inevitably produces data.
Harvard scholar Shoshana Zuboff warned that surveillance-based systems fundamentally reshape the relationship between power and citizens. Democratic societies therefore face a new challenge, not merely how corporations use personal data, but how states regulate technologies capable of monitoring public life on an unprecedented scale.
The debate, however, should not be reduced to a false choice between liberty and security. Artificial intelligence can strengthen policing, improve emergency response and combat organised crime. The issue is not technology itself but the absence of robust democratic guardrails.
India therefore needs a serious conversation on algorithmic accountability. If AI increasingly informs policing, citizens deserve clarity on its legal basis, safeguards against misuse, limits on data retention, independent oversight and effective judicial remedies. Transparency is not an obstacle to security; it is the foundation of democratic legitimacy.
The 20th century was defined by struggles over territory and state power. The twenty-first century will increasingly be shaped by data, algorithms and digital sovereignty. Governments will govern not only through laws but also through digital infrastructures and artificial intelligence. The constitutional challenge is whether democratic oversight can evolve as rapidly as technological capability.
Technology is neither democratic nor authoritarian. Its political character depends upon the institutions that regulate it.
India has shown remarkable success in building digital public infrastructure. The next democratic challenge is to ensure that innovation remains anchored in constitutional freedoms. Surveillance without transparency weakens trust, while innovation without accountability weakens democracy.
The real question is no longer whether artificial intelligence will transform democracy as it already has. The real question is whether democracy can ensure that artificial intelligence remains accountable to the people in whose name it is deployed.
Because in the age of AI, the greatest threat to democracy is not that citizens speak too loudly through hashtags, but that they begin to speak less freely because they fear who may be listening.
