The Dark Export: How India Facilitates Global Terrorism

India, which postures itself as the world’s largest democracy, has long been exposed as a hub of state-sponsored terrorism. While the West turns a blind eye to its destabilizing activities, New Delhi is systematically orchestrating acts of terror not only within its borders but across South Asia and beyond. From funding and arming insurgent groups in Pakistan to orchestrating targeted killings in Canada, India’s footprint in global terrorism is undeniable.

One of the most recent examples of Indian-sponsored terrorism is the recent Balochistan Liberation Army (BLA) attack in Pakistan’s Balochistan province. Pakistan’s security agencies have repeatedly provided evidence linking the BLA to India’s Research and Analysis Wing (RAW). The BLA, designated as a terrorist group by both Pakistan and the United States, has been involved in heinous acts of terrorism, targeting Pakistani security forces, infrastructure, and civilians. India has been exploiting its presence in Afghanistan to funnel funds, arms, and intelligence to BLA operatives in an attempt to destabilize Pakistan’s Balochistan region.

Following the recent attack, Pakistan’s Foreign Office and ISPR (Armed Forces Media Wing) categorically stated that RAW was behind the operation. The sophisticated weapons and logistical support provided to the BLA suggest state-level backing, and the only benefactor of such an insurgency is India, which has long sought to dismember Pakistan through covert means. Moreover, Pakistan’s intelligence agencies have successfully exposed several RAW-backed terrorist networks operating within its borders. One prominent example is the Tanaz Ansari group, which was involved in orchestrating targeted killings and sabotage activities across Pakistan. According to a press conference by Pakistan’s Ministry of Foreign Affairs (MoFA), this network received training and funding from RAW, underscoring India’s commitment to waging a proxy war against Pakistan.

The collapse of the U.S.-backed Afghan government in 2021 did little to curb India’s terrorist ambitions. Even under Taliban rule, Indian intelligence agencies have continued to exploit rogue elements within Afghanistan to launch cross-border attacks in Pakistan. Several arrested terrorists in Pakistan have confessed to receiving training and funding from RAW handlers based in Afghanistan. The porous Pak-Afghan border has been used by India to smuggle arms, fund sleeper cells, and spread instability in Pakistan’s tribal areas and Balochistan. Despite Pakistan’s efforts to secure its borders, India continues to destabilize the security situation in Balochistan, operating in close collaboration with the Afghan government. This coordination is evident, as India would not be able to exploit Afghanistan’s borders without the Afghan government’s tacit or active support.

India’s long-standing presence in Afghanistan was never about development or regional peace but rather about using the war-torn country as a base to wage asymmetric warfare against Pakistan. The multiple Indian consulates in Afghanistan functioned as operational hubs for RAW, directing subversive activities inside Pakistan. The recent surge in terrorist attacks, particularly in Khyber Pakhtunkhwa and Balochistan, bears India’s signature involvement, as evidenced by forensic and intelligence reports.

India’s state-sponsored terrorism is not limited to Pakistan. In Canada, Indian intelligence operatives have been directly involved in assassinations of Sikh leaders advocating for Khalistan, the independent Sikh homeland. The murder of Hardeep Singh Nijjar, a prominent Khalistan activist in British Columbia, has been linked to Indian intelligence operatives. Canada’s Prime Minister Justin Trudeau publicly accused India of orchestrating this assassination on Canadian soil, further solidifying India’s status as a rogue state willing to flout international laws.

The killing of pro-Khalistan leaders in Canada follows a disturbing pattern of extrajudicial assassinations by India. Indian operatives, many of whom are tied to Hindu extremist networks aligned with the ruling Bharatiya Janata Party (BJP), have been found radicalizing Indian diaspora members to commit acts of violence against Sikh activists abroad. This emboldened Hindutva-driven terrorism presents a grave security threat to Western nations, yet the international community remains largely silent.

At the heart of India’s terrorism doctrine lies the Hindutva ideology, a supremacist movement propagated by the BJP and its militant offshoots like the Rashtriya Swayamsevak Sangh (RSS). The Hindutva ideology does not only aim to oppress minorities within India- such as Muslims, Christians, and Dalits- but also seeks to suppress any opposition to Indian expansionism abroad. The systematic persecution of Kashmiri Muslims, the demolition of minority places of worship, and the state-sanctioned pogroms against Muslims in Gujarat and Delhi reflect the violent extremism at India’s core. Under Prime Minister Narendra Modi, who himself was implicated in the Gujarat massacre of 2002, India has transitioned from a democratic state to an extremist Hindutva-driven terror regime.

Despite overwhelming evidence, the West continues to turn a blind eye to India’s state-sponsored terrorism. The United States, Canada, and European nations have been quick to impose sanctions on nations like Iran and Pakistan over unproven allegations. Yet, they remain hesitant to hold India accountable for its blatant acts of terrorism. The reason for this double standard is clear: India is a lucrative trade and defense partner for the West. With a massive market, a growing economy, and strategic importance in countering China, India has successfully lobbied Western governments to overlook its human rights abuses and terrorist activities. However, as India’s global terrorist network expands, the West will soon be forced to confront the reality of New Delhi’s destructive policies.

India’s hands are drenched in blood, from Balochistan to British Columbia. Its state-sponsored terrorism, fueled by Hindutva extremism and executed by RAW, poses a grave threat to regional stability and global security. The world can no longer afford to ignore India’s rogue behaviour. International organizations, human rights bodies, and global powers must take concrete action against India’s terrorism.

The world must demand accountability from New Delhi, impose sanctions on its intelligence networks, and blacklist organizations responsible for spreading Hindutva-driven extremism. Failing to do so will only embolden India to continue its reign of terror, pushing the world into a new era of chaos and instability.
