In response to an escalating security crisis, Pakistan’s highest civilian and military authorities have sanctioned a new nationwide counterterrorism initiative, dubbed Operation Azm-e-Istehkam, or Resolve for Stability. Last year saw a six-year peak in terrorism fatalities in Pakistan, highlighting the growing threat from extremist groups such as Tehrik-e-Taliban Pakistan (TTP). Despite Afghan Taliban denials, Pakistan attributes the rise in terror activities to TTP sanctuaries in Afghanistan.

Operation Azm-e-Istehkam comes at a critical juncture. Its multi-faceted approach includes intensified military operations, legislative reforms, and enhanced regional cooperation, presenting a more integrated and proactive counterterrorism strategy. This approach marks a significant shift from previous strategies that were often piecemeal and reactive. The Apex Committee on the National Action Plan, which reviewed the current counterterrorism efforts, underscored the need for legal reforms to ensure effective prosecution of terrorism-related cases. Historically, Pakistan’s judiciary has struggled to convict terror suspects due to insufficient evidence and legal loopholes. The China-Pakistan Economic Corridor (CPEC), a flagship project under China’s Belt and Road Initiative, has been a particular target for terrorists, jeopardizing critical infrastructure and investment. Following a tragic attack in March that killed five Chinese nationals and their Pakistani driver, Pakistan has intensified efforts to protect Chinese citizens. New Standard Operating Procedures (SOPs) and specialized security units have been established to address Beijing’s security concerns. These measures are not only crucial for maintaining robust bilateral relations but also for ensuring the continued flow of Chinese investment, which is vital for Pakistan’s economic stability.

Pakistan’s previous counterterrorism operations, particularly those conducted between 2009 and 2017, offer important lessons for Azm-e-Istehkam. These operations succeeded in eliminating thousands of militants and dismantling terrorist cells, but also caused significant collateral damage, including mass displacement of citizens and extensive property destruction. The new campaign must carefully navigate these challenges, ensuring that military actions do not exacerbate civilian suffering or undermine public support. The recent surge in Jirga, or consultative public gatherings, in Khyber Pakhtunkhwa highlights local communities’ concerns about militant violence and frequent counterterrorism operations. It is crucial for Azm-e-Istehkam to incorporate these voices, fostering a collaborative approach that prioritizes civilian protection and the restoration of normalcy.
